Why do people say "tall, dark, and handsome" when they actually mean "tall, white, and handsome"?

“Dark” in this case is relative. It means a (usually) white man who has dark hair and eyes and sallow/olive skin. It comes from the idea of Italian, Spanish or Roma men being sexy and romantic. At a pinch, in some stories it could include Arab or North African or Native American men.
